Changes in Service Fees & Seller Grades

The following is a notice of changes in service fees and seller grade requirements starting as of April 1st 2011. The policy changes in service fees are being introduced in order to make sales more efficient and to boost the overall transaction activity in Qoo10.

Note1: For those who are already registered as sellers by the end of March 2011, existing service fees will be maintained
until the end of year 2011. Hence, it is beneficial for customers to register seller accounts before April 1st.

(Condition applies: In addition to registering a seller account before April 1st 2011, the seller needs to have at least one
transaction record with payment completion before the changes take effect as of April 1st 2011.)

Note2: Qoo10 is obligated to charge and collect GST. Hence, invoices for the service fees including GST will be issued.



2. Changes in meeting the requirement for seller grades.
Requirement for both upgrading and maintenance of seller grade has been changed.
The changes are as follows:

- Based on transactions that have completed shipment process, only accumulated records from the past 12 months are
used to determine seller grades.

Note: It is beneficial for our customers to register a seller account before April 1st 2011 for the following two reasons:

a. Existing service fees will be maintained until the end of year 2011 for those who registered a seller account before
April 1st.

b. The new changes in service fees will not take effect even if the seller does not meet the requirement for maintaining
current seller grade until the end of year 2011.

(Condition applies: In addition to registering a seller account before April 1st 2011, the seller needs to have at least one
transaction record with payment completion before the changes take effect on April 1st 2011.)



3. Others

- Changes in seller grades will take effect on the first day of every month

- For special reasons, agreed-upon contract service fees with specific sellers may be different from standard service fees
indicated above.

F.A.Q on changes to service fees

Q: I am currently a [Good] Seller. After the changes take effect in April, what happens if I do not satisfy the
requirement to maintain my current seller grade?

A: If you registered a seller account and have at least one transaction with a payment completion before the end of March
2011, the existing service fees will remain until the end of year 2011. Therefore, there will be no increase in service fees
due to downgrading seller grade until the 2011 year-end. However, when you qualify, upgrading to Power Seller grade will
take place during this period. In other words, you will benefit from lowered service fees when upgrading your seller grade,
but downgrading will not lead to increased service fees. Hence, it is much more beneficial to register a seller account
before April 1st 2011.

Q: What is Service rating?

A:Service rating is a new measurement tool to determine seller's service quality. The Service rating should measure buyer's
overall experience with a seller by using the following three ratings: Shipment rating, Claim rating, and Buyer rating. The
summation of these three ratings determines the Service rating. In order to maintain or upgrade seller grade, Service rating
should not be a negative value.

Service rating = Shipment rating + Claim rating + Buyer rating

Shipment rating: Points are added or deducted based on length of time from payment completion date to shipment
completion date. (For reserved items, the duration is measured from expected shipment date to shipment completion date.)
A long shipping duration will lead to a point(s) deduction and a short shipping duration will result in addition of a point.

Claim rating: If cancel/return of items result due to seller's fault, 3 points will be deducted.

Buyer rating: If a buyer highly recommends during a product review, 1 point is added. If a buyer chooses not recommend,
1 point is deducted. Product review is written at the confirmation of shipment completion stage.

Q: Based on my most recent 12 months record, I have satisfied the requirements and was consequently upgraded to
Power Seller. What if, in the following month, I do not meet the upgrade requirement, what happens to my seller grade?

A:: Upgrade requirement only applies to upgrading of seller grade and not the maintenance of seller grade. Once you have
upgraded to the Power Seller grade, you only need to satisfy the Power Seller maintenance requirements in order to remain
as a Power Seller. (e.g., Monthly transactions equal to or greater than 100 transactions and accrued transaction value of
over $1,000)
